PROBLEM TO BE SOLVED: To form a tape stock capable of cutting a tape at a desired length when an envelope is sealed. SOLUTION: If a cutter knife 3 is supported at its single side for a tape 1 mounted to be upside down, the tape 1 can be cut at a desired length. If the cutter knife is supported at both upper and lower sides, the tape 1 can be used as well without being upside down.
