PROBLEM TO BE SOLVED: To arrange columnar articles parallel to each other and surely feed the columnar articles by providing an oscillating plate to arrange the articles by an arranging roller, oscillate the articles in the vertical direction in an interlocking manner with a feed roller, and feed the articles to the feed roller. SOLUTION: Transport ports 2a, 2b to take in blood specimen collection tubes, and carry them one by one are provided in a feed roller 2. When a cam 6 is rotated by 180 deg., an oscillating plate 4 makes one vertical motion. The cam 6 is set so that the oscillating plate 4 is at a top point at the position where the blood specimen collection tube enters the transport ports 2a, 2b in the feed roller 2. An arranging roller 3 is provided at the position where only one blood sample collection tube enters the transport port 2a when the oscillating plate 4 is in the top condition (b). When the feed roller 2 make one turn, two blood sample collection tubes can be fed. A center part of the feed roller 2 is small in diameter so that the presence/absence of the blood sample collection tube can be detected by a sensor 9.
