PROBLEM TO BE SOLVED: To obtain a toasted laver capable of pleasing infants by using it in an infant box lunch, a rice ball, etc., having an effect on production of new demand by forming sheared cut line patterns having small patterns connected to a large pattern by connecting parts formed by the notched parts of a partially notched approximately ring-shaped cutter. SOLUTION: In punching and forming sheared cut line patterns 12 and 13 such as a comic character, etc., composed of a large pattern 12 and small patterns 1 from a roasted laver 11, a punching tool works to arrange an approximately ring-shaped cutter corresponding to the contour of a larger pattern 12 and a partially notched ring-shaped cutter corresponding to the contours of small patterns 13 with laying an elastic plate on the periphery of the cutter on the same level under a pressing plate, to place a laver 11 on a frame, to shear the laver 11 under pressure from the top by the cutters, to separate the laver 11 from the cutters by the elasticity of the elastic plate during the rise of the pressing plate and to form the sheared cut line patterns 12 and 13 in which the large pattern 12 has its contour separable from the wide face of the laver 11 and the small patterns 13 are connected to the large pattern 12 by connecting parts 14 formed by the notched parts of the partially notched approximately ring-shaped cutter to give the objective roasted laver 11.
