PROBLEM TO BE SOLVED: To surely prevent the formation of dioxins by discharging treated water after subjecting the exuded water from a waste final disposal site to water treatment, treating the resulted water with a desalting and concentrating means and treating the desalted water with a dioxins separating means, on the other hand, by drying and decomposing the concentrated liq. containing the dioxins. SOLUTION: The exuded water of the final disposal derived from the waste is stored in a regulating tank 1, then the water is supplied to a water treating device 2 to remove flocculated and precipitated sludge matter and the treated exuded water is supplied to a desalting and concentrating device, on the other hand, the flocculated and precipitated sludge matter is supplied to a sludge dehydrating device 6. Saline is removed from the treated exuded water by passing a permeable membrane in a desalting and concentrating device 3, moreover, the saline is dried. And the desalted water is supplied to a dioxins separating device 4 to separate to the concentrated liq. containing the dioxins and the treated water with a reverse osmotic membrane. Then flocculated and precipitated sludge matter dehydrated at a sludge dehydrating device 6 is supplied to a heating and drying device 5 together with the concentrated water and dried here and org. matter is pyrolytically decomposed to inorg. matter under oxygen-free atmosphere.
