PROBLEM TO BE SOLVED: To paste tags to paper sheets, discharge the paper sheets with the pasted tags to a predetermined receiver and sort the paper sheets. SOLUTION: With the rotational movement of a flapper 44, a carriage path for paper sheets is changed to the side of a delivery tray in a printer 2 or of a paper sheet sorter 1. Drawing rollers 53, 54 guide a band tape 52 continuously drawn from a master roll 51 to a predetermined position. A cutting part 63 cuts the drawn band tape 52 at a predetermined length with the forward movement of a cutter edge 81 to form tags 4. A tag pasting belt 57 and a carrying roller 60 contact each other and carry the paper sheets and the tags 4 held therebetween while thrusting both of them at predetermined pressure. A controller 66 controls a tack operated motor 61 to be driven in accordance with signals from a printer 2 and a limit switch 64.
