PROBLEM TO BE SOLVED: To improve flame retardancy and heat resistance without deteriorating paper quality by dissolving a guanidine salt, a heat resistance-improving agent and a polyalkylene sulfonate salt in water thereby realizing a specific composition. SOLUTION: With total 100 pts.wt. consisting of 99-60 wt.% of a guanidine salt obtained by reacting dicyandiamide with at least one ammonium salt selected among ammonium sulfamate, ammonium salfate, ammonium phosphate and ammonium borate and 1-40 wt.% of at least one heat resistance-improving agent selected among metal salts of at least one inorganic acid selected among sulfamic acid, phosphoric acid, polyphosphoric acid, boric acid and sulfuric acid, alkali (alkaline earth) metal salts of water-soluble carboxylic acids and water-soluble nitrogen-containing organic compounds each bearing an active hydrogen are compounded 1-20 pts.wt. of a polyalkylene sulfonate salt having a wt. average mol.wt. of 1,000-100,000, preferably 5,000-10,000, and the resultant product is dissolved in water so that the solid content is 20-40 wt.%.
