PROBLEM TO BE SOLVED: To obtain phosphors which are used in e.g. an outdoor-use nameplate, sticker, and tile as well as a timepiece dial, can provide various colors, can emit light in a dark atmosphere, and can be used for the recognition of marks or safety countermeasures by using a phosphorescent layer or a combination thereof with a colorant. SOLUTION: A phosphor is produced by forming a phosphorescent layer on a substrate made from ceramics, pottery, glass, or stone by applying a phosphor powder which does not decompose at 700 deg.C or above, a lead-free glass powder, and a low-viscosity medium on the upper or lower surface of the substrate by screen printing, brushing or transfer paper application or the like and firing the phosphorescent layer. Alternatively, a color phosphor having ordinary phosphorescent power is produced by mixing a phosphor layer with a pottery paint or laying a pottery paint on a phosphor layer, and firing the phosphor layer at 700-1,200 deg.C.
