PROBLEM TO BE SOLVED: To obtain a hair conditioning composition capable of providing hair with smoothness, etc., in use and in finish after drying, not making hair hard even with time, sustaining a conditioning effect by making the composition include a cationic surfactant, a hardened castor oil higher fatty acid ester, etc. SOLUTION: This composition comprises (A) a cationic surfactant such as stearyltrimethylammonium chloride, etc., (B) a hardened castor oil higher fatty acid monoester [preferably a hardened castor oil 14-22C higher fatty acid monoester (e.g. hardened castor oil monostearate, etc.)], and (C) a silicone derivative such as dimethylpolysiloxane, etc., in the ratio of 0.5-3 wt.% of the component A, 0.2-3 wt.% of the component B and 0.1-8 wt.% of the component C in the whole composition. The composition is useful for a hair cosmetic.
