PROBLEM TO BE SOLVED: To provide a resin coated steel sheet excellent in alkali resistance and moisture resistance and moreover excellent in workability. SOLUTION: Relating to resin coated steel sheet that the surface of a steel sheet is applied with the coating of a top coat contg. polyester resin, in the case the resin coated steel sheet is dipped into an aq. soln. of 5% NaOH at a room temp. for 24 hr, the blistering of the top coat layer and the area of abnormality in luster after the dipping are 0% its bending workability is >=2T, and pencil hardness therein is >=F.
