PROBLEM TO BE SOLVED: To improve the image quality and simplify the configuration by having a constant scanning rate at the time of exposure scan regardless of the image formation rate in the image formation process. SOLUTION: According to exposure scan on a light sensitive drum 10 as an image holder uniformly charged by a primary charger 5, by a laser scanner according to the image information and development by an electrostatic latent image developer 6, an image is transferred onto a transfer paper by a transfer charger 7. At the time, in the case of forming an image on a thick paper requiring a fixing time double as long as an ordinary case, a 1/2 image forming rate with respect to a standard image forming rate is used. Moreover, in the case of forming an image on an OHP film requiring a fixing time four times a long as an ordinary case, image formation is executed at a 1/4 rate so as to have a constant scanning rate at the time of exposure scan. Accordingly, the image quality can be improved.
