PROBLEM TO BE SOLVED: To accurately measure surface water rate of fine aggregates. SOLUTION: In a method for measuring surface water rate of fine aggregates, at first, mass Msw of the fine aggregates under wet condition is metered (S101). Then, the fine aggregates are immersed in water in a specified container and thereafter, the whole mass Mf and the whole vol. Vf of the fine aggregates and water in the container are metered (S103). Then, by using the whole mass Mf and the whole vol. Vf, vol. Vs of the fine aggregates, mass Mw of the water and mass Ms of the fine aggregates under dry surface condition are respectively calculated as (Mf-Vf.ρw)/(ρs-ρw), (Vf-Vs)ρw and (Mf-Mw) (S104) and then, the surface water rate (Msw-Ms)/Ms is calculated from the calculated mass Msw of the fine aggregates and the calculated mass Ms (S105).
