PROBLEM TO BE SOLVED: To obtain the subject photocatalytic hydrophilic material that is made hydrophilic on the surface of the material in response to the photoexcitation of the photocatalyst and is useful for mirror or the like that is made highly hydrophilic, shows excellent antifog properties, high resistance to adhesion of contaminants and excellent cleanliness by forming a specific shining catalyst layer on the surface of the base material. SOLUTION: A photocatalytic layer containing (A) particles of titanium oxide (brookite type titanium oxide particles, anatase type titanium oxide particles or the like), (B) a fluorescent substance, preferably, in addition, (C) silica, (D) inorganic oxides other than silica, and (E) silicone is formed on the surface of the base material. In a preferred embodiment, the component B is prepared by admixing (as an activator) a rare earth metal (particularly europium and/or praseodym and/or neodymium) to the matrix crystal of a divalent metal (particularly strontium, calcium) aluminate and the thickness of the photocatalyst layer is adjusted to 1-1,000 nm.
