PROBLEM TO BE SOLVED: To reduce the volume of by-pass steam, thereby reducing the rating of the steam condenser. SOLUTION: When a first flow meter 12 for detecting the volume of steam supplied to a high-pressure steam conduit 6 detects that the volume of steam has reached a predetermined value after a gas turbine has started up, the output of the gas turbine is held steady. Thereafter, when the difference between the volume of steam detected by the first flow meter 12 and that detected by a second flow meter 17 which detects the volume of steam supplied to a steam turbine 10 reaches a predetermined value, the output of the gas turbine is released from the hold status. By repeating these operations, the volume of by-pass steam is reduced, and this makes it possible to reduce the rating of a steam condenser 11.
