PROBLEM TO BE SOLVED: To improve a function by providing many protrusions of a truncated conical shape or a truncated pyramidal shape having a specific size, a specific area ratio and specific surface roughness on the surface of a stainless steel sheet. SOLUTION: Many protrusions 2 of a truncated conical shape or a truncated pyramidal shape are nearly uniformly dispersed and arranged on the surface of a steel sheet 1 to form a floor steel sheet used for a floor of a factory or a kitchen or a staircase. The height of the protrusions 2 is set to 0.2-1.2 mm to reduce fatigue and to prevent a slip at the time of walking. The tilt angle against the bottom faces of the protrusions 2 is made 60 deg. or below, the residual ratio of stains such as tallow stuck to the floor surface is reduced to facilitate cleaning. The ratio of the total area of the bottom faces of all protrusions 2 against the surface area of the steel sheet 1 is set to 30% or below to reduce the residual ratio of stains, and it is set to 10% or above to improve a slip preventing property. The surface roughness of the truncated section surfaces of the protrusions 2 is set to 5-100μm to improve the slip preventing property. Fatigue can be reduced, and workability and a cleaning property can be improved.
