PROBLEM TO BE SOLVED: To provide a cut-off wall and its execution method for arranging a partition plate with an opening and closing valve on the permeable part of the cut-off wall, making a pumping well to perform underground water treatment of an excavation ground during the excavation work of a wall inside, and establishing washing for function maintenance and enough artificial water introduction to keep the water levels of the upstream side and the downstream side of the cut-off wall equal after work completion. SOLUTION: A cut-off wall 1 is provided with a partition plate 5 with an opening and closing valve for arranging a filter on the permeable part of the cut-off wall 1 arranged on the upstream side and the downstream side of a structure constructed on an underground permeable part. In the execution method of the cut-off wall 1, the partition plate 5 with the opening and closing valve provided with a water opening and closing valve frozen and blocked by a heat insulator before solidification of the cut-off wall constructed on the underground permeable part is arranged at the permeable part of the wall 1, and the opening and closing valve of the partition plate with the opening and closing valve 5 and the water opening and closing valve are conformed to an execution state to properly operate them after solidification of the cut-off wall 1.
