PROBLEM TO BE SOLVED: To provide a mounting method through which a concrete block to be installed on a road can be easily laid on the road face and it is hard to peel. SOLUTION: Anchor holes 38 to attach a block 20 are formed at positions corresponding to an insert 30 embedded in the bottom face 24 of the block, by using a paper template 50 provided with small holes 58 at two positions, having almost the same shape and size with the bottom face 24 of the block as a whole. The anchor holes 38 can be easily formed in a high positional accuracy at the positions corresponding to anchor bolts 35 fitted to the block 20. Even if the anchor hole 38 is small in the diameter, the anchor bolt 35 can be securely inserted. The head 36 of the anchor bolt 35 is prevented from being caught by the periphery of the anchor hole 38, and the anchor hole 38 is clogged with soil and sand put in when the bolt is inserted and hence, it can not be easily drawn out and it is fixed by a sufficiently strong force and hence, a concrete block for installation onto a road face, which is hard to peel, can be laid.
