PURPOSE: A picture heating apparatus and heating body is provided, which is applied in using of a picture forming apparatus such as a copying machine or a printer. CONSTITUTION: The picture heating apparatus comprises: a heating body (12) including a ceramic substrate (12d) with a long form and a plurality of heating members having a different heat generating distribution in a vertical direction of the ceramic substrate (12d) and for generating a heat; and a film (10) to be contacted to a recording material for filling a picture. A picture on the recording material is heated through the film (10) contacted to an opposed surface of the surface of the heating body (12) which heating members (12a, 12b) are installed. The ceramic substrate (12d) is a nitration aluminium. Thereby, it is possible to increase a rotation speed of a loading film.
