PURPOSE: Disclosed is a program preparation and delivery system which can efficiently and timely execute the preparation of program layout information. CONSTITUTION: The program preparation and delivery system (1) which can efficiently and timely execute the preparation of program layout information in accordance with program preparing information prepared based on a proposed program preparation guide-line, the preparation of a program progress table based on the program layout information, and the edition and delivery of items based on the program progress table as necessary. In this system (1), a program preparation supporting part (2), a program delivery equipment control part (5), an item preparing and managing part (3), and a storing part (7) are connected to each other through a network (8) and, at the same time, a management part and an external supporting part (6) are incorporated in the network part (8).
