PURPOSE: Torque motor and method for fabricating the torque motor are provided to improve a driving voltage to a comparatively low level, and a maximum torque output in a forward or backward direction. CONSTITUTION: The torque motor has a stator(24) established in a cup shaped rotor(56) journal-coupled on a lower portion for the rotation and established in cantilever from the lower portion. A permanent magnet(60, 62) is disposed around the inner circumference of the rotor. A stator core has a plural web(40, 42) having a coil(34, 36) there around and directed outward in the radial direction. The web can be made in one piece or a stacking structure. A polar segment can be made integral with the web or can be attached individually to the web. The polar segment has a cylindrical polar shoe surface(52, 54) which forms a gap with the rotor and whose head is cut. The polar segment extends beyond the web in the shaft direction and radial direction.
