The system includes a pulser (26), an evaporator (56), a heat radiator (72) and an air distributor, all located in a compartment inside the instrument panel of the vehicle. The evaporator (56) is arranged in a sensibly vertical position so that it is crossed by a sensibly horizontal air flow (F2). The evaporator (56) is fitted directly between the pulser (26) and the heat radiator (72) so as to limit head loss. The pulser (26) is fitted in lateral region of the instrument panel and the radiator (72) is fitted in a central region of the instrument panel. The pulser (26) has an air input, designed to admit exterior air or recalculated air, and an air output (46) designed to send to the evaporator an air flow which leaves in a sensibly horizontal direction. The pulser (26) has a turbine (32) mounted so as to rotate around a horizontal axis sensibly parallel to the median axis (Y,Y') of the vehicle.
