A control apparatus for starting a safety device for the crew of a vehicle comprises a floor sensor (32) provided on a predetermined position in the vehicle for detecting the impact on the vehicle; a control section (40) for starting the safety apparatus when the calculated value based on the value detected by the floor sensor (32) exceeds a predetermined threshold; satellite sensors (30A, 30B) arranged at the front of the floor sensor (32) in the vehicle for detecting the magnitude of impact on the vehicle to determine two or more different quantities on the basis of the detected impact magnitude; and a threshold section (42) for changing threshold according to the values detected by the satellite sensors (30A, 30B).
