<p>PROBLEM TO BE SOLVED: To shorten a prediction processing time, and to evaluate the congestion level of an area. SOLUTION: A storage part 11 receives and stores the number of congested intervals in a link, and transmits this to a congested interval congestion level calculating part 13 and a link congestion level calculating part 14. A speed converting part 12 receives a value corresponding to the mean speed of the congested intervals, and converts it into a speed. A congested interval congestion level calculating part 13 receives the number of congested intervals from the storage part 11, repeatedly receives congested interval length and the speed by congestion repeating times of the congested intervals, and calculates the congestion level of each congested interval. A link congestion level calculating part 14 receives link length, receives the number of congested intervals in the link, repeatedly receives the congestion level of each congested interval from the congested interval congestion level calculating part 13 by congestion repeating times of congested intervals, and calculates the congestion level of the link from the congested interval congestion level by the number of the congested intervals in the link.</p> |
