PROBLEM TO BE SOLVED: To provide a sound packet transfer device which prevents the deterioration of sound quality due to line congestion in a sound packet communication through the sound packet transfer device. SOLUTION: Sound packet transfer devices A and B are oppositely arranged and are interconnected by a transmission line 4 to form a packet time network. The device A detects whether or not a line is in a congestive state by transmitting a reciprocating delay monitoring signal to the device B and detecting time required for its returning to the device A. There, when the device A detects that inter-A-B transmission line is in a congestive state, the device A decides the number of connectable lines and when connection requests that are equal to or more than the number of connectable lines now exist, it performs block control of the requested line. Thus, it is possible to avoid line connection which is equal to or more than the number of connectable lines and to always maintain sound quality.
