PROBLEM TO BE SOLVED: To rapidly and surely execute a decoloration processing and to enable recording paper to be more efficiently recycled by applying a liquid catalyst having a specific catalyst concn. and contg. a volatile solvent to the recording surface of a recording medium, heating this recording medium and irradiating the liquid catalyst-coated surface of the recording medium with near IR rays at the time of decolvration treatment. SOLUTION: The recording paper is introduced via feed rollers 14 from a direction shown by arrow A into a liquid catalyst application means 10 and then is made to pass above a heating and near IR ray irradiation means 12, then the recording paper is discharged from the decoloration device through paper transporting rollers 16. The liquid catalyst held in a holding tank 10a has a catalyst concn. in the range of 0.5 to 5 wt.%. A volatile solvent is used as the solvent. When the recording paper having passed the liquid catalyst application means 10 passes above the heating/near IR ray irradiation means 12 along a paper passage P, the recording material holding surface of the recording paper is the irradiated with a sufficient near IR rays from a heating and near IR ray irradiation source 12b and is heated, thereby, the recording material on the recording paper is decolored.
