PROBLEM TO BE SOLVED: To provide a packet relaying device without causing any packet relay wait caused by a route calculation. SOLUTION: A route calculating part 1 preliminarily distributes a relaying basic information 3 being the basis of route calculation to a forwarding part 2 and the part 2 decides a relaying route by utilizing a preliminarily distributed relaying basic information 6 in the case of receiving a packet where a destination does not exist in a relaying determination information 26, relays the packet and then reports noncoincidence destination information of the packet to the route calculating part 1. The part 1 formally produces relaying determination information according to the relaying basic information 3 and the noncoincidence destination information and distributes it to the forwarding part 2. The part 2 relays the same destination packet that arrives next according to the distributed relation determination information.
