PROBLEM TO BE SOLVED: To securely reduce power consumption during time counting action or in an off condition, and prevent consumption of a battery to the utmost when supply of a power source voltage is disconnected. SOLUTION: Action of a switching power source circuit 7 is stopped even during time counting action or in an off condition. Power consumption is thus reduced. An action voltage Vcc is supplied from either a primary battery 21 or a solar battery 35 to a microcomputer 36 during the time counting action or in the off condition. As far as the action voltage Vcc is supplied from the solar battery 35 to the microcomputer 36, consumption of the primary battery 21 can be prevented.
