PROBLEM TO BE SOLVED: To provide a system that remotely controls various devices such as home security systems by using a mobile communication terminal to acquire position information of a person. SOLUTION: A home security system 1 is installed in a house 3. A security company 5 monitors the home security system 1 through a general public network 15 and remotely controls the system. A resident 7 of the house 3 possesses a portable telephone set 9. A mobile communication network 13 has a control station 16 and many mobile communication base stations 11a, 11b,... The control station 16 has a zone changeover section 21 that acquires position information of the portable telephone set 9, decides a zone available for the portable telephone set 9 based on the information and switches the available zone from one to other according to the movement of the portable telephone set 9. Furthermore, the control station 16 is provide with an absence/presence discrimination section 26, which uses the position information of the portable telephone set 9 stored in a zone management table 22 and an in-house position management table 23 so as to discriminate absence/presence of the resident 7 as to whether the resident 7 is away from the house 3 or at home and informs the home security system 1 and the security company 5 of the result of discrimination.
