PROBLEM TO BE SOLVED: To quickly surely remove fastening members fastened to base materials without damaging the base materials. SOLUTION: An abutting member 200 allowed to elastically abut on a flange part 11c of a blind rivet 10 is provided to a drill body 101, and when the fastened part of the blind rivet 10 which is fastened to base materials 1, 2 by means of a body part 11b inserted into the fastening holes 1a, 2a of the base materials 1, 2 and the flange part 11c which is substantially integral with the body part 11b and which is brought into pressure-contact with the peripheral edge parts of the fastening holes 1a, 2a, is cut by a drill 14 loaded in a drill rotating part (chuck) 102 of a drill body 101, the abutting member 200 is allowed to elastically abut against the flange part 11c of the blind rivet 10. Thus the blind rivet 10 is prevented from turning together during cutting operation, and a serious situation where the base materials 1, 2 are scratched or cutting of the fastened part is interrupted, can be eliminated.
