PROBLEM TO BE SOLVED: To provide room heating and cooling means such as floor heating system or the like which has a light weight per unit area and a thin construction unit, is so sturdy that it can be used for a space equipped with a large, heavy thing on the floor, and provides easy construction work, energy saving and easy maintenance.
