PROBLEM TO BE SOLVED: To absorb water into a water absorbing ring by rolling storage water with wheels of fore-aft of a frame while bringing a water absorbing ring in pressure contact with a peripheral surface of a flow of a rotational water flow drum, and to airily and workably device a deiced surface by storing the water squeezed and dropped at an upper part of the water absorbing ring by a squeezing roller in a water receiving tank arranged in the water flow drum through the water flow drum. SOLUTION: When a water-removal device is constituted by bringing a water absorption member into contact with a water-removal surface to absorb storage water into the water absorption member, the water-removal device is so constituted that a water flow drum 2 is rotatably journalled on a horizontal axis 1 by right and left side plates 3, a water receiving tank 5 having an opened upper part and having a drain valve 4 in its lower part is mounted in the drum while keeping a predetermined space, and the water receiving tank is journalled on the horizontal axis 1 by right and left side plates 6. Moreover, a water absorbing ring 7 is fitted to a peripheral surface 2A of water flow of the water flow drum 2, right and left protruding parts 1A of the horizontal axis 1 is journalled on right and left supporting pieces 8 respectively, and the supporting pieces 8 are fixed on a frame F in a trapezoidal frame form, a squeezing roller 10 for pushing pressed an upper part of the water absorbing ring 7 is journalled and horizontally installed on right and left supporting pieces 9 protruded on the frame, and a push rod 11 and fore-aft wheels 12 are provided on the frame F.
