PROBLEM TO BE SOLVED: To improve the sensitivity of a laser leveling apparatus without reducing the accuracy of the leveling apparatus. SOLUTION: A laser light-emitting apparatus 40 is installed outside a field 10. A laser beam is emitted while rotating the light-emitting apparatus in the horizontal direction. A receptor is attached to a working machine in the field 10 to receive the laser beam. The light-emitting apparatus 40 is formed so as to change a rotational velocity. When the field 10 being a leveling operation zone is irradiated with the laser beam emitted from the light-emitting apparatus 40, the rotational velocity of the light-emitting apparatus 40 is changed to a low velocity to prolong a time for the receptor to receive the laser beam. On the other hand, when the field 10 is not irradiated with the laser beam, the rotational velocity of the light-emitting apparatus 40 is changed into a high velocity.
