PROBLEM TO BE SOLVED: To provide a transmitting system to effectively produce an electronic mail corresponding to a receiver of the transmitting destination and to send no electronic mail to a wrong destination by storing the information to be transmitted in an information data base and then selecting the information out of the data base to send it to a computer network. SOLUTION: A process to store the information to be transmitted to a computer network in an information data base, a process where the information is selected out of the data base and a process where the selected information is transmitted to the computer network are included in this electronic mail transmitting/receiving device, and an I/F 22 is connected to a personal circuit of an internet and a telephone circuit to control the transmitting and receiving signals. A storage 23 consisting of a hard disk, a memory, etc., stores the information on a data base of the transmitting destination, the programs and data necessary for the internet, etc. Then a selection means 27 reads and selects the information keywords such as the bar codes, reduced bar codes, etc., and also the IDs.
