PROBLEM TO BE SOLVED: To control generation of noises from chain slacking or the like in a winding transmission device which has a function of switching a driving side and a driven side depending on engine starting-up or running condition. SOLUTION: A tensioner 5 is out just on the span side of a winding transmission member 3 where slacking occurs during engine start-up in a winding transmission device which includes a generator-motor with both functions of a starter and a generator connected to an internal combustion engine driving shaft through the winding transmission member 3 such as a chain or a belt or the like, and which has a function of switching a driving side and a driven side depending on engine starting-up or running condition.
