PROBLEM TO BE SOLVED: To unnecessitate an oscillating device for a test and easily perform a frequency fluctuation test with a simple configuration. SOLUTION: In the transmitting part of this interface device, a 1st transmission timing information generating means 24 generates transmission timing information XH (TRTS1 to TRTS4) being the timing information of a transmission user clock by using a network clock CN and the transmission user clock CTU, a 2nd transmission timing information generating means 24' generates transmission timing information XH' (TRTS1' to TRTS4') for a test having optional value, a selector 26 selects the transmission timing information XH outputted from the 1st transmission timing information generating means at the time of normal communication and selects the transmission timing information XH' for a test at the time of testing an opposite station device and a cell assembling means 25 assembles transmission user data DTU and the transmission timing information XH or XH' selected by the selector 26 into a cell of a fixed length and sends the cell to an opposite interface device.
