DATA CODING METHOD AND SYSTEM

PROBLEM TO BE SOLVED: To attain coding in real time and recording of navigation data while maintaining optimum image quality even at any coding rate by recording the navigation data before the coding is started regardless of a memory with a minimum capacity. SOLUTION: A picture object code amount calculator 14 calculates an object code quantity for each picture type corresponding to a coding rate decided by an audio video coding rate deciding device 13. A code quantity controller 12 controls a quantization scale of a quantizer 4 to control the code quantity in a way of matching the object code quantity for each picture type with an entire code quantity of a unit. A unit address calculator 15 calculates an address used for searching as the navigation data based on the object code quantity for each picture type and the coding rate. A unit processing unit 17 configures a unit and a navigation data generator 16 describes the navigation data at the head of the unit.
