PROBLEM TO BE SOLVED: To provide a binder for offset master having excellent solvent resistance, blocking resistance and heat resistance as well as good miscibility with a pigment or the like by applying it to a paper, a film, a cloth or the like. SOLUTION: This binder comprises a water-based emulsion composition with a two-layer structure, obtained by polymerizing at least one kind of aqueous vinyl type monomer component (II) including 50-100 wt.% of (meth) acrylamide in the presence of a seed emulsion (I) having, as a seed, a copolymer having 10-50 wt.% of (meth)acrylonitrile in the comonomers.
