PROBLEM TO BE SOLVED: To use a simple member, such as an electrifying roller, as a contact electrifying member in an image forming device of a contact electrification system and a transfer system, to enable ozone-less injection electrification at a low applied voltage and a cleaner-less system without problems despite the contamination of the contact electrifying member with developer, to maintain high quality image formation for a long term, and to ensure the long term life of the high quality image formation even after the output of an image with a high image proportion. SOLUTION: An electrifying means for electrifying an image carrier 1 is a contact electrifier which makes a nip (a) between the image carrier and itself and electrifies it by the electrifying member 2 via which electrification acceleration particles (m) for accelerating electrification are placed at least in the nip. A developing means is a contact developing device 3, the electrification acceleration particles (m) are mixed into developer 31 in the contact developing device, and the electrification acceleration particles are supplied to the surface of the image carrier from the contact developing device. A sequence is provided for adding an AC element to a development bias when image formation is not carried out.
