PROBLEM TO BE SOLVED: To easily transmit message without damaging operability by allowing a base station to extract voice information from a signal from a fixed line network or a transmission path, to store it as data in an arbitrary system, and to transmit it as character data, and allowing a mobile station to display character data when character data converted from the voice data are included in the received signal. SOLUTION: When the other party of an incoming call is connected with its own station, a control means 16 of a base station 1 stores a voice message in a voice message storing means 14. When the other party of an incoming call is connected with the other base station, the control means 16 of the base station 1 controls the transmission of the voice message through a fixed line network to the base station. When a mobile station 2 receives the incoming call, the control means 16 of the base station 1 receives a request for the transfer of character data from the mobile station 2, and converts the data of the voice data storage means 14 into character data by a voice/character data converting means 15, and controls the transmission of the character data through a transmission path signal converting means 12, antenna 13, and transmission path 11 to the mobile station 2.
