PROBLEM TO BE SOLVED: To certainly separate and recover suspending matter on the surface of water regardless of the kind or state of the suspending matter without exerting adverse effect on an ecosystem. SOLUTION: Since water P to be treated is relatively and forcibly moved with respect to a water permeable sheet 4 while the water permeable sheet 4 is continuously or intermittently moved through a drive device so as to traverse the surface of the water P to be treated taken in from an intake port 3, the suspending matter F on the surface of the water to be treated can be efficiently bonded to the water permeable sheet 4 to be separated and recovered, and filtered clean treated water can be obtained.
