PROBLEM TO BE SOLVED: To reduce a bouncing amount of a car body by a rugged road surface. SOLUTION: When piping 32 is closed by a cutoff valve 34 and a solenoid switching valve 35, hydraulic oil flows from a hydraulic cylinder 14 on a rear side in a hydraulic cylinder 13 of a steering control wheels on a front side through a communicating pipe 31 when the steering control wheels on the front side enters a recess of a road surface. When the steering control wheels on the front side begin to raise a protruding part, the hydraulic oil flows from the hydraulic cylinder 13 to the hydraulic cylinder 14. Therefore, a bouncing amount of a car body by recessed and projected parts is suppressed nearly to 1/2 when the hydraulic cylinders 13, 14 are not connected to each other through the communicating pipe 31.
