PROBLEM TO BE SOLVED: To provide a method and an apparatus for uniformly and securely introducing a desired functional group in the continuous surface treatment of film sheets. SOLUTION: A multi-step surface modifying apparatus comprises a surface pretreatment apparatus having at least one corona discharge treatment device or atmospheric plasma discharge treatment device 11c and a surface treatment proper apparatus having at least one atmospheric plasma discharge treatment device 11 which is continuous with the surface pretreatment apparatus. Upon introducing a continuous film sheet 21 into this multi-stage surface modifying apparatus, the film sheet 21 is cleaned or activated by the surface pretreatment apparatus and accordingly, a desired functional group can uniformly and securely be introduced in the surface treatment proper apparatus.
