PROBLEM TO BE SOLVED: To visualize a filler changing condition as a thermal image so as to detect a insufficiently filled position or the like by measuring radiation energy on a structure surface due to heat generated when the filler charged inside the structure is hardened. SOLUTION: In maintenance work for charging a filler such as resin or mortar group filler into a lift part in a tile or mortar, for example, an internal defect due to insufficient filling is detected by means of an infrared radio meter. The infrared radiation thermometer is arranged so that a structure surface including an objective part to be repaired can be photographed, and then, a thermal image is recording in a floppy disc, for example, in every predetermined time continuously after the filler is charged. According to analysis of the best thermal image among the recorded ones, it can be determined whether the filler is completely charged to a clearance to be repaired or not, and a defective repair position can be identified. In reinforcement of a steel plate, a similar method can be applied to a process for charging a filler between a frame and a steel plate.
