PROBLEM TO BE SOLVED: To efficiently form an opening in a thin film with a simple unit by feeding a resin sheet from a feeder, introducing the sheet to a punching unit having a male die and a female die made of high speed steels, punching the sheet to form the opening in the sheet, and winding it. SOLUTION: A mark sensor 50 having a photodetector is provided at an upstream of a punching unit 30. A controller sends a resin sheet feed signal or a feed stop signal to a feeder 20 and sends a resin sheet wind signal or wind stop signal to a winder 40 according to a sense signal from the sensor 50. A resin sheet 1 is conveyed at a suitable timing according to the signals, and the unit 30 continuously punches the sheet in a punching step. Here, a punching die having a male die and a female die made of high speed steels is provided in the unit 30. The sheet 1 formed with an opening by punching is wound by a winder 40.
