PROBLEM TO BE SOLVED: To simplify structure, facilitate regulation of a neutral, and perform manual regulation and cope with a situation during the occurrence of a trouble. SOLUTION: When a regulation mode to effect regulation of the neutral position of a hydraulic pump 23 for steering, an offset command current value is computed as a command current outputted to a solenoid valve for servo. By outputting the computed offset command current value to the solenoid valve for servo when a steering lever is situated in a neutral position, the neutral position of a hydraulic pump 23 for steering is adjusted.
