PROBLEM TO BE SOLVED: To quickly attain connection with a subscriber in a pilot number group by preparing a narrowed-down subscriber list based on a preliminarily set calling condition and subscriber information just before calling, successively operating calling according to the subscriber list, and operating connection with a subscriber who responds at first. SOLUTION: A data base 2 specifies and returns the list of a subscriber to be called, matched with a preliminarily decided condition such as a day of the week or time band by using a pilot number as a key. Then, information such as the vacancy/fullness of subscribers described in this list is successively obtained by a home location register inquiring means 12. A subscriber editing means 13 eliminates subscribers who can not respond at the present time based on this information, and a subscriber calling/connecting means 14 successively operates subscriber calling without confirming the state of the subscriber one by one according to the list of the narrowed-down subscriber to be called, and connects with the subscriber who responds at first.
