The number X of E. coli groups, ammonia nitrogen concn. Y and org. matter concn. Z measured by both measuring devices are substituted for the following formula and a chlorine injection ratio is operated by a data processor 8. Chlorine injection ratio [mg/L]=i1×X+i2+Y+i3×Z+i4 (wherein i1=1.3×10-5-1.7×10-5, i2=-1.4×10-2--3×10-3, i3=3.0×10-2-4.1×10-2 and i4=22×10-2-2.3×10-1 and the widths of coefficients i1-i4 are set to a reliable section of 95%). According to the operated chlorine injection ratio, sodium hypochlorite is injected into a chlorine contact tank 2 by a chlorine injection pump 12 to kill E. coli and treated water is discharged to rivers.
