PROBLEM TO BE SOLVED: To obtain a material which enables to reduce the cost of execution and is excellent from a viewpoint of the environment by constituting it by solidifying a mixture containing small pieces of many trees and grasses, earth and sand, and an aqueous solution of a decomposable emulsion. SOLUTION: Small vegetable pieces 1 obtained by crushing or cutting trees and grasses such as rice plants, pampas grasses or the like, an aqueous solution 2 of a decomposable emulsion and earth and sand 3 originated from an excavating site or the like are kneaded in a specified ratio in a mixer 4 equipped with an agitating means 4a. The kneaded mixture 5 is introduced into an intake side of a pump 7 via a hopper 6, is laid on the surface of a slope 9 to be covered through a conveying pipe 8 and made level along the slope 9. The surface of the kneaded mixture 5 is subsequently pressed down by a plane board-like member to be stabilized, dried and hardened as it is to be solidified. After solidification, the slope 9 is covered with the covering material 10 composed of small vegetable pieces 1 spread all over like a mat. As the aqueous solution of the decomposable emulsion is employed a rubber latex such as a natural rubber latex, a polybutadiene rubber latex or the like, or a synthetic resin latex.
