PROBLEM TO BE SOLVED: To obtain a composition which can give a foam having flame retardancy and a reduced tendency toward yellowing by mixing a C-C-double- bond-containing organic compound with an SiH-containing compound, a blowing agent and/or an OH-containing compound, a surface-treated phosphorus- containing flame retardant and/or a tert. amine-containing antioxidant. SOLUTION: The double-bond-containing organic compound is at least either of phenolic and bisphenolic derivatives. The SiH-containing compound is a linear or cyclic organosiloxane having in the molecule a skeleton derived from a compound such as a styrene derivative, a phenolic derivative, or a bisphenolic derivative. The blowing agent and/or the OH-containing compound are volatile compounds having a boiling point of 100 deg.C or below and are desirably an organic compounds in which the OH group is directly bonded to a carbon atom and/or water. The phosphorus-containing flame retardant is surface-treated red phosphorus or polyammonium phosphate, and the antioxidant is desirably a hindered amine type antioxidant or the like. It is also desirable that the composition additionally contains a flame retardant being aluminum hydroxide or magnesium hydroxide.
