SUBSTANCE: catalyst system comprises halide and/or oxyhalide of V-VI group transition metal, Lewis base or chelating agent, activator, moderator and solubilizing and activating agent. Solubilizing and activating agent includes ethers, esters, organic C2-10 acid anhydrides and ketones at molar ratios of components of 1:1-10.1-40:0.01- 10: 0.01-10.
