PROBLEM TO BE SOLVED: To provide a wet sheet housing box of favorable productivity and high sealability in which wet sheets can be surely taken out one by one, and a manufacturing method thereof. SOLUTION: This housing box is composed of a flexible and air-tight housing bag to contain a stacked body of wet sheets having a lower takeout in an upper surface, a paper box containing the housing bag, having an opening in an upper surface, and having shape holding performance, and a rigid opening/ closing cover unit 30 of a synthetic resin of which the back surface is bound to a peripheral surface of the opening of the paper box and a peripheral surface of the lower takeout port of the housing bag by an adhesive, and which allows only a little deformation. In this case, the opening/closing cover unit 30 is composed of an installation plate 31, a cover 32 installed on the installation plate through a hinge 33 to be freely opened, an upper takeout port 34 formed roughly at a center of the installation plate 31, and a sealing label 35 to repeatedly open/close the upper takeout port 34.
